22 Feb Atlanta BeltLine Mandatory Inclusionary Zoning Policy

KB Advisory Group constructed a set of five prototype pro forma models (representing a cross-section of development options in the BeltLine area) for testing various programmatic structures for the mandatory inclusionary policy on the financial feasibility of creating affordable housing around the BeltLine. We also tried a potential system for in-lieu payments and how various incentives could offset potential projects’ negative economic impacts. We presented the preliminary analysis results to city officials, a project steering committee, and the BeltLine Affordable Housing Trust Fund board. The study will inform the future discussions between the Atlanta City Council, Invest Atlanta, the Atlanta BeltLine, developers, and affordable housing advocates.
